Assignment Title: Consulting services for developing action research in the early childhood education field

Reference No. CQS-08/A. 3.2.3

The Republic of Moldova has received a grant in the amount of US$4.4 million from the Global Partnership for Education Fund toward the cost of the implementation of the Consolidated Action Plan on Education, and it intends to apply part of the proceeds for consulting services. 

The main objective of the assignment is to sensitize Moldovan universities on the current changes introduced in the sub-sector for quality early childhood education through the implementation of action research. The specific objective is to: 

(i)             bridge a link between practice and research and promote a sustainable partnership between professors, young researchers (students or young teachers) and practitioners with experience in the field;

(ii)           inform initial and in-services teacher education programs and curricula on ongoing changes in the kindergartens and especially on efforts to introduce new curricula, child development principles, pedagogical principles and new teaching learning practices and inclusion practices and modernization of preschools in rural areas;

(iii)          encourage professors, young researchers and practitioners with experience in the field to observe, analyze, develop and promote good practices through pedagogical research;

(iv)         capitalize the gained experience and continue, promote recommendations in the teacher training institutions and at the national level;

(v)           propose solutions to authentic problems in preschool institutions through action research. 

The Ministry of Education now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

  • At least 7 years’ experience in pedagogical research;
  • Good understanding of modern Action research methods;
  • Experience in organizing and monitoring pedagogical research and its further practical use.

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’sGuidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers January 2011 edition, setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms in the form of a joint venture or a subconsultancy to enhance their qualifications.

A Consultant will be selected in accordance with the Consultant’s Qualifications Selection (CQS) method set out in the Consultant Guidelines.
