Assignment Title:National Consulting Services for development of teaching/didactical materials/books for children

Reference No. CQS-05/A.3.3.2

The Republic of Moldova has received a grant in the amount of US$4.4 million from the Global Partnership for Education Fund toward the cost of the implementation of the Consolidated Action Plan on Education, and it intends to apply part of the proceeds for consulting services.

The consultant will be contracted to develop three didactical books for children aged 5-7 years to support the implementation of the Curriculum for early and preschool education of children and Early Learning and Development Standards. The content of the books will meet the following requirements:
- be child-centered;
- stimulate the development of children at their full potential;
- promote inclusion, diversity and tolerance;
- take into account gender dimension; 
- to support children’s inter-active learning;
- support engagement of parents in children’s education;
- contribute to the development of various interactive activities focused on children’s needs;
- promote partnerships with families.

In order to develop those 3 books (Book on creativity and critical thinking, Book on hygiene, Book on professions), the consultant will establish 3 working groups consisting of children's book writers, artists, designers etc. The books will be developed in support to existing standards and new curriculum.

The estimated duration of the assignment is 7months during the period from March – September 2013.

The Ministry of Educationnow invites eligible consulting firms(“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.The shortlisting criteria are:
• At least 5 years’ experience in the development of children didactical books;
• List of books for children developed.

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers January 2011 edition, setting forth the World Bank’s policy on conflict of interest. 

Consultants may associate with other firms in the form of a joint venture or a subconsultancy to enhance their qualifications.
