Assignment Title: Part time PISA Data operator

The MERP supports the Government of Moldova in participation in the Program for International Student Assessment (PISA). The Republic of Moldova has enrolled to participate in PISA2015. Assessment results carried out in 2009 enabled the Republic of Moldova to be part of international research on the Assessment of Educational Achievement. The PISA program will assess students’ abilities and skills that are essential for full participation in society. The assessment will take place in two stages: Field Trial – March 2014, and Main Study – March 2015.
The PISA Data Operator will be responsible for creating and monitoring PISA 2015 database. In this respect the Data operator will support in the sampling of the school selection in the Field Trial and Main Survey within PISA 2015 and in processing the testing results.
The Ministry of Education now invites individual consultants to indicate their interest in providing the Services. Interested consultants should provide information demonstrating that they meet the minimum required qualifications and relevant experience to perform the Services:
• Higher education in the field of Mathematics, Statistics or Informatics;
• Experience with the application of surveys, including quality control and data collection procedures, data file structures, data management, data processing procedures, data analysis and reporting;
• Familiarity with statistical packages such as SPSS or SAS;
• Excellent PC skills and office applications;
• Previous work experience in education system, experience in education assessment is desirable;
• Excellent command of both written and oral English and Romanian. Knowledge of Russian constitutes an advantage.
The assignment period is expected to run from February 2014 until December 2014, on a part-time basis (approximately 20 hours per week: 4 hours per day, 5 days per week). The duration and basis of the service provision can be changed with a possible extension of the period of employment through December 2016.
