Through this Project – budget support instrument, the World Bank will support the GoM in implementation quality assurance standards for hub schools. The World Bank offers in parallel technical assistance to help the Ministry of Education of Moldova (MoEd) in the achievement of DLIs, through making available global knowledge and technical expertise.Because of the complexity of the project it is necessary to hire a local consultant, Procurement Specialist, who will ensure adequate, timely and fair implementation of the MERP procurement plan and will support MoEd in carrying out public procurement processes in accordance with the national legislation or World Bank policy whenever appropriate, in particular those related to the renovation of hub schools.The Ministry of Education now invites individual consultants to indicate their interest in providing the Services. Interested consultants should provide information demonstrating that they meet the minimum required qualifications and relevant experience to perform the Services:• Higher education in economics, law, public administration, or related fields;• Knowledge of the World Bank or other international organizations/agencies, as well as national public procurement regulations and procedures;• At least 3 years of working experience in the field of procurement in projects financed by the World Bank;• At least 1 year of working experience in the field of procurement in organisations using national procurement rules;• Excellent knowledge of English and Romanian (both written and oral);• Excellent knowledge of common PC office tools.The assignment period is expected to run from January 2014 until December 2014.
