Assignment Title:National Consultancy Services in Communication 
Reference No. CQS-04/A.4.5a

The Republic of Moldova has received a grant in the amount of US$4.4 million from the Global Partnership for Education Fund toward the cost of the implementation of the Consolidated Action Plan on Education, and it intends to apply part of the proceeds for consulting services.

The consultant will be contracted to develop and implement a communication campaign focusing on producing visible behavioral changes: 
a. Community leaders to be more open and motivated to support quality early education for all children, including those with special needs, disadvantaged;
b. teachers/educators, involved in mentoring activities, will implement the policy documents developed, work creatively and apply the educational materials offered;
c. Parents will be more responsible and actively involved in children’s education, being partners of teachers and community leaders;
d. Educators and teachers, jointly with community leaders and parents will support children’s readiness for school by improving their social and cognitive skills, equipping pre-schools in order to provide optimal learning environments for children and helping children to make smooth transitions to school. 

The estimated duration of the assignment is 10 months during the period from February – November, 2013.

The Ministry of Educationnow invites eligible consulting firms(“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.In addition, interested Consultants are kindly required to include in their expression of interest a brief description (max 1 page) on how they would approach the assignment. The shortlisting criteria are: 
• At least 5 years’ experience in the communication; 
• Experience in collaboration with government agencies;
• Experience in other similar tasks (development of communication campaign in the education, health and social protection field);
• Knowledge of Romanian and Russian language; 
• Collaboration with international partners in the similar field would be considered as advantage.

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers January 2011 edition, setting forth the World Bank’s policy on conflict of interest. 

Consultants may associate with other firms in the form of a joint venture or a subconsultancy to enhance their qualifications.
