Assignment Title: International Consulting Services on revising norms and regulations governing preschools 
/
Consultant Internațional pentru revizuirea normelor si regulamentelor privind funcționarea instituțiilor preșcolare

The Republic of Moldova has received a grant in the amount of US$4.4 million from the Global Partnership for Education Fund toward the cost of the implementation of the Consolidated Action Plan on Education, and it intends to apply part of the proceeds for consulting services. 

The objective of this assignment is to support the MoE and other ministries in revising the norms and regulations of preschool institutions (both public and private), in line with the EU recommendations. Special attention will be given to the physical, sanitary and health norms. The main activity includes international technical assistance to support MoE in revising preschool regulations and norms, particularly the physical, sanitary and health norms. The international consultant will present the UNESCO/UNICEF/OECD/EU recommendations in the matter, as well as scientifically recognized child development recommendations. 
During the period of assignment for the task, the consultant shall report the following results:
1. Proposals for revision of norms and regulations for ECD services (physical, sanitary and health norms) in line with the EU recommendations and health conditions updated, favoring the wellbeing of young children in both the urban and rural areas;
2. Proposals for revision of the Labor Code concerning the facilities for parents with young children;
3. Regulation on physical, sanitary and health norms revised;
4. Implementation mechanisms of the revised Regulation at national, rayon and local levels; 
5. Reports submitted (as presented below under Section E).

The estimated duration of the assignment is 12 days, including 5 days in Moldova, during May– July 2013. 
The Ministry of Education now invites eligible individual consults (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
• Academic background in relevant social field;
• Experience of analysis and review of legislative acts in the social field (education, health, social protection);
• Legal expertise in the field of education, health and social protection;
• Collaboration with international partners activating in the similar field would be considered as advantage. 

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers January 2011 edition, setting forth the World Bank’s policy on conflict of interest. 

A Consultant will be selected in accordance with the Selection of Individual Consultants method set out in the Consultant Guidelines.
