Assignment Title: Designing of new database and functional requirements

The school mapping is running in the Informational Technologies and Didactic Assurance Department of the Ministry of Education of the Republic of Moldova. Its software platform is Microsoft SQL Server and Adobe Flash. This system has an interface to generate visual diagrams with data at rayon level and distances between schools. One of its main weaknesses is that it was originally designed to provide data disaggregated at school level only; it has no data on students, teachers and non-teaching staff.
The main responsibility of the individual consultant is to design the required objects to improve the existing school mapping, in order to provide quality educational data as well as prepare the related functional requirements documentation.
The Ministry of Education now invites individual consultants to indicate their interest in providing the Services. Interested consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The Consultants will have to meet these minimum requirements:
- Master degree in Computer Science or related field plus minimum of 5 years relevant work experience. BS/BA is minimum educational requirement with 7 years of relevant work experience;
- Strong experience in systems design, and a solid understanding of database development, testing, and integration methodologies;
- Proven knowledge of entity-relationship modeling (E-R modeling) and of system development using relational database management system (relational DBMS);
- Excellent knowledge and experience of Microsoft SQL, PL/SQL, and Adobe Flash platform;
- Knowledge of current and emerging IT products, services and processes is required;
- Proven ability to conceptualize, design and implement major projects, with innovative problem-solving ability, and to produce complex reports;
- Ability to pick up new business processes and technologies quickly and to provide creative and effective ways of overcoming information systems development challenges;
- Ability to deliver under tight deadlines and produce high quality work outputs;
- Experience in documenting and managing issues and actions for development of information systems;
- Ability to work in teams preparing technical specifications, communicating with all team members, and coaching more junior members of the team;
- Demonstrate client orientation: balance a responsive and proactive approach to meeting client needs;
- Demonstrate strong interpersonal skills and good written and oral communication skills in English and Romanian;
- High standards of personal integrity and ability to treat all individuals with fairness and respect.
The assignment period is expected to run from December, 2012 until August, 2013
