The Republic of Moldova has received a grant in the amount of US$4.4 million from the Global Partnership for Education Fund toward the cost of the implementation of the Consolidated Action Plan on Education, and it intends to apply part of the proceeds for consulting services.
The objective of this assignment is to support the Ministry of Education (MOE) and other ministries in revising the norms and regulations of preschool institutions (both public and private), in line with the EU recommendations. Special attention will be given to the physical, sanitary and health norms. The consultant, jointly with international consultant and national consultant in the health field, shall report the following results:
1. Regulations on governing preschool institutions analyzed and constraints identified;
2. Regulation on physical, sanitary and health norms revised;
3. Mechanisms of implementation of the revised Regulation at national, rayon and local levels;
4. Proposals for revision of the Labor Code concerning the facilities for parents with young children;
5. Power Point presentation in Romanian language for the Joint Working Group meeting, focusing on the needed adjustments of the Regulation on physical, sanitary and health norms;
6. Table of divergences based on endorsement results of the MH and MWSBF;
7. Progress Reports as required in TOR.
The estimated duration of the assignment is 20 days, during May– July 2013.
The Ministry of Education now invites eligible individual consults (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
• Academic background in the education and/or related social field;
• Experience of analysis and review of legislative acts in the education and/or related social field;
• Collaboration with international partners activating in the similar field would be considered as advantage.
The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers January 2011 edition, setting forth the World Bank’s policy on conflict of interest.
A Consultant will be selected in accordance with the Selection of Individual Consultants method set out in the Consultant Guidelines.
