Background:
The Quality Education in the Rural Areas of Moldova Project (QERM) was designed to contribute to the Government of Moldova’s goals of improving quality, access and efficiency of the education system. The school mapping system is running in the e-Transformation Department of the Ministry of Education. Its software platform is Microsoft SQL Server and Adobe Flash. This system has an interface to generate visual diagrams with data at rayon level and distances between schools. 
The main responsibility of the individual consultant is to design the required objects to improve the existing school mapping, in order to provide quality educational data as well as prepare the related functional requirements documentation.

Objective of the consultancy:
The primary responsibility of the individual consultant is to rationalize the existing educational data collection processes related to the operation of school mapping in the MoE, raion education departments and schools. 

Qualifications:
• degree in Statistics or related field plus minimum 5 years of relevant work experience in data analysis;
• solid understanding of educational data collection methodologies;
• proven ability to conceptualize and design educational data collection instruments;
• ability to prepare accompanying guidelines to assist in filling out data collection instruments;
• ability to deliver under tight deadlines and produce high quality work outputs;
• demonstrate client orientation: balance a responsive and proactive approach to meeting client needs

The individual consultant will work during 8 months, between March and October, 2013.
