CONSULTING SERVICES TO DEVELOP A NEW REMUNERATION SYSTEM OF GENERAL EDUCATION SCHOOL DIRECTORS AND TEACHERS

The Republic of Moldova has received financing from the World Bank toward the cost of the Moldova Education Reform Project (P127388), and intends to apply part of the proceeds for consulting services. The consulting services (“the Services”) include assistance to the Ministry of Education, during April – July 2016, in developing a new remuneration system for teachers and school directors in the Republic of Moldova by: • Conducting a comprehensive review regarding teachers and school directors remuneration and incentives in Moldova; • Conducting a review of international best practices regarding performance-based pay in the education sector; • Providing recommendations on the establishment of a new remuneration system for general education teachers and school directors that takes performance into account, aimed at attracting and retaining competent teaching and managerial staff in the education system. The Ministry of Education now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Firms should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (required qualifications and experience of the firm, but not individual experts’ bio data). The shortlisting criteria are: • At least 5 years of recent experience in similar complex assessments. • At least 3 years of recent experience in developing and optimizing remuneration systems in the public sector that incorporate incentives. • Experience in using economic and public budget data to develop short and medium term cost scenarios. The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers, January 2011 edition (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest. Consultants may associate with other firms in the form of a joint venture or a subconsultancy to enhance their qualifications. A Consultant will be selected in accordance with the CQS method (Selection based on the Consultants’ Qualifications) set out in the Consultant Guidelines. Expressions of interest must be delivered in a written form to the address below (in person, or by mail, or by fax, or by e-mail) by February 26, 2016.
