The Government recognizes its needs in the education sector and is involved in a bold reform that seeks to improve the quality of education at the primary and secondary levels against the backdrop of efficiency measures. Strengthening capacity - EMIS Project would directly support the ongoing reforms by strengthening capacity of the Ministry of Education, rayon authorities and schools to make full use of the newly created Education Management Information System (EMIS) for evidence-based education decision making and wider open data initiatives to encourage citizens’ oversight of the education reforms.

Education Management Information System (hereinafter EMIS) is to strengthen the quality, degree of transparency and use of statistics on education to better inform educational reforms underway in Moldova. EMIS will also promote a favorable environment for social responsibility in the education sector in Moldova, by opening access to data and encouraging citizens to supervise the education services and the impact of ongoing reforms

The consulting services (“the Services”) include support to the Ministry of Education, during three (3) months, in implementing a PR campaign informing stakeholders on the education sector open data availability encouraging citizens oversight of the education reforms.

The Ministry of Education now invites eligible consulting firms(“Consultants”) to indicate their interest in providing the Services. Interested Firmsshould provide information demonstrating that they have the required qualifications and relevant experience to perform the Services(required qualifications and experience of the firm, but not individual experts’ bio data).The shortlisting criteria are:

  • At least 3 years of professional experience in communication and public relations;
  • Demonstrated successful experience with communication activities, namely:

- copywriting and content development,

- editing and production of promotional materials,

- media relations,

- online PR;

  • Experience in working with international organizations would be an asset;
  • Experience in working with governmental organizations.

 

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers, January 2011edition (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.   

Consultants may associate with other firms in the form of a joint venture or a subconsultancy to enhance their qualifications.

A Consultant will be selected in accordance with the CQSmethod (Selection based on the Consultants’ Qualifications) set out in the Consultant Guidelines.
