Contract Title: Procurement of didactical materials for 858 pre-school facilities 
Reference No. ICB-04/A.3.3.1c-1

1. The Republic of Moldova has received a grant from the he Global Partnership for Education Fund toward the cost of the implementation of the Consolidated Action Plan on Education, and intends to apply part of the proceeds toward payments under the contract for procurement of didactical materials for 858 pre-school facilities. 

2. The Ministry of Education now invites sealed bids from eligible bidders for procurement of didactical materials for 858 pre-school facilities.

3. Bidding will be conducted through the International Competitive Bidding procedures as specified in the World Bank’s Guidelines: Procurement of Goods, Works and Non-Consulting Services under IBRD Loans and IDA Credits & Grants by World Bank Borrowers, January 2011 edition, and is open to all eligible bidders as defined in the Procurement Guidelines. In addition, please refer to paragraphs 1.6 and 1.7 setting forth the World Bank’s policy on conflict of interest. 

4. Interested eligible bidders may obtain further information from the Ministry of Education, Mr Ruslan Malai (email: ruslanmalaipge@gmail.com) and inspect the bidding documents during office hours from 09:00 to 17:00 hours, Monday to Friday, at the address given below.

5. A complete set of bidding documents in English may be purchased by interested eligible bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of USD 100 (one hundred) or equivalent amount in Moldovan Lei (MDL). The method of payment will be through bank transfer. The document will be sent by airmail for overseas delivery and surface mail or courier for local delivery.

6. Bids must be delivered to the address below on or before 11:00, 18 March 2014. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be publicly opened in the presence of the bidders’ designated representatives and anyone who choose to attend at the address below at 11:00, on 18 March 2014. 
7. All bids must be accompanied by a Bid Security of USD 4,500.
