Assignment Title: Consulting Services to Develop a Training Plan for Continuing Training of Teachers

Reference No.: CQ-03

The Republic of Moldovahas received financing from the World Bank toward the cost of the Moldova Education Reform Project (P127388), and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include assistance to the Ministry of Education in developing an in-service training plan and training materials for training of teachers focused on the implementation of educational policies promoted at the national level. The assignment is expected to start in March 2016 and be completed by September 2016.

The Ministry of Education now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

 

  • At least 5 years of professional experience in the areas offering professional training services in the education sector, including curriculum development
  • Proven ability and demonstrated successful experience in designing and developing tailor-made training programs - at least 3 years
  • Must have developed and delivered at least 3 training programs for teachers in the last 5 years

 

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers, January 2011edition(“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.   

Consultants may associate with other firms in the form of a joint venture or a subconsultancy to enhance their qualifications.

A Consultant will be selected in accordance with the CQSmethod (Selection based on the Consultants’ Qualifications) set out in the Consultant Guidelines.
