Assignment Title: Consulting Services to Develop a Training Plan for Continuing Training of School Directors

The Republic of Moldovahas received financing from the World Bank toward the cost of the Moldova Education Reform Project (P127388), and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include assistance the Ministry of Education in developing a training program and training materials for school directors in order to provide them with the knowledge and management skills required to perform their duties. The assignment is expected to start in February 2016 and be completed by August 2016.
The Ministry of Education now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
- At least 5 years of professional experience in the areas offering professional training services in basic management skills, preferably in the education sector
- Proven ability and demonstrated successful experience in designing and developing tailor-made training programs - at least 3 programs in the last 3 years
- Must have developed and delivered training programs for managers in the last 5 years
The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s
Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers, January 2011edition(“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms in the form of a joint venture or a subconsultancy to enhance their qualifications.
A Consultant will be selected in accordance with the CQ method set out in the Consultant Guidelines.
