The Republic of Moldova has received financing from the World Bank toward the cost of the Moldova Education Reform Project (P127388), and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) to be performed during October – December 2016, have as main objective to increase efficiently the level of visualization, downloading and use of the educational data in order to collect and store accurate and relevant data for EMIS, and effectively use the website http://sime.ctice.md/.
The primary responsibility of the Firm will be to propose an online instrument to present and monitor the educational network for the Republic of Moldova.
The Ministry of Education now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Firms should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (required qualifications and experience of the firm, but not individual experts’ bio data). The shortlisting criteria are:
- At least 3 years of experience in website developing and creation, websites placed in Internet, with personal data access and customized data, depending on the authorized users’ role, with delivery by e-mail and SMS;
- Experience in website designing and developing in the education sector will be an asset;
- Experience in implementing projects containing personal data;
- At least 2 years of experience in developing systems at the national or regional level, with brief description of their objectives.; Qualification is demonstrated by the company's profile and / or collaborators basic profiles. In both cases profiles must be accompanied by documentary evidence (contract publishing);
- Experience in data integration from different database (MSSQL, Oracle, MySQL) for large organizations (more than one thousand authorized users);
- Experience in developing flexible reports with the possibility of changing/updating by the authorized users, without participation of developer;
- Proven experience in developing open data processing systems;
- Experience in Data Mining;
- At least 2 years of training in website development technologies.
The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers, January 2011edition (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms in the form of a joint venture or a subconsultancy to enhance their qualifications.
A Consultant will be selected in accordance with the CQSmethod (Selection based on the Consultants’ Qualifications) set out in the Consultant Guidelines.
