The MERP supports the Government of Moldova reform program by financing activities that will strengthen the quality of education and lead to a more efficient education sector. Through this Project, the World Bank will support the GoM in implementing the needed reforms. The Project was designed to be implemented over five years, between April 2013 and August 2018.

The World Bank offers technical assistance in parallel to help the Ministry of Education of Moldova (MoEd) in the achievement of DLIs, through making available global knowledge and technical expertise.

The Ministry of Education is also implementing Strengthening capacity - EMIS Project which supports the ongoing reforms by strengthening capacity of the Ministry of Education, rayon authorities and schools to make full use of the newly created Education Management Information System (EMIS) for evidence-based education decision making and wider open data initiatives to encourage citizens’ oversight of the education reforms.

The Procurement Specialist will lead procurement tasks agreed under the projects’ procurement plans and will provide advice and support to Ministry staff in World Bank procurement processes and those related to the renovation of hub schools.

The objective of the consultancy is to ensure adequate, timely and fair implementation of the MERP and “Strengthening Capacity – EMIS Project” procurement plans, including full compliance with national procurement laws and World Bank procurement rules and guidelines, and to support MoEd in carrying out World Bank procurement processes.

The Ministry of Education now invites individual consultants to indicate their interest in providing the Services. Interested consultants should provide information demonstrating that they meet the minimum required qualifications and have relevant experience to perform the Services.

The Consultant shall have:

  • Higher education degree in economics, law, public administration, or related field;
  • Proven expertise and knowledge of the World Bank or similar international organizations/agencies procurement rules and procedures;
  • Proven expertise and knowledge of the national public procurement regulations and procedures
  • At least 3 years of working experience in the field of procurement in projects financed by the World Bank or other international organizations/agencies;
  • Excellent knowledge of English and Romanian (both written and oral);
  • Excellent knowledge of common PC office tools.


A consultant will be selected as an Individual Consultant in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers, January 2014.

This is a full-time assignment expected to begin in April 2017. The contract will be signed for a period of 12 months. Subject to Consultant’s satisfactory performance, the contract may be renewed until the end of the project.
