CONSULTING FIRM TO PERFORM A STUDY ON EDUCATION DATA

The Republic of Moldova has received financing from the World Bank toward the cost of the Moldova Education Reform Project (P127388), and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include assistance to the Ministry of Education, during August – December 2016, inperforming a research of stakeholders’ opinion on open education data. The qualitative data must be collected by means of group discussions and individual in-depth interviews using appropriate tools and techniques. The final report will include information regarding educational data improvement and dissemination (modules/information to be added or adapted in EMIS, channels for data dissemination, dissemination frequency, required indicators, description of the data interface etc.) as well as perceptions on the quality/trust to relevant data.
The Ministry of Education now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Firms should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (required qualifications and experience of the firm, but not individual experts’ bio data). The shortlisting criteria are:
- Proven capacity of the firm to perform qualitative researches;
- At least 3 years of demonstrated successful experience in organizing research in areas referring to public perception and support to promoting reforms, including all stages of the process: elaboration of data collection tools (solid experience with qualitative research methods including focus groups and in-depth interviews), results processing, results interpretation, integration of responses and conclusions in final studies, reports;
- Previous experience in conducting research in education;
- Demonstrated ability or skills to manage a contract with donors, including appropriate accounting system skills to work within the budget and ensure quality performance;
- A high level of integrity of the firm and the ability to treat all people with fairness and respect.
The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers, January 2011edition (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms in the form of a joint venture or a subconsultancy to enhance their qualifications.
A Consultant will be selected in accordance with the CQSmethod (Selection based on the Consultants’ Qualifications) set out in the Consultant Guidelines.
