Assignment Title: International Consultant for Assessment of Statistical Capacity

The Government recognizes its needs in the education sector and is involved in a bold reform that seeks to improve the quality of education at the primary and secondary levels against the backdrop of efficiency measures. Strengthening capacity - EMIS Project would directly support the ongoing reforms by strengthening capacity of the Ministry of Education, rayon authorities and schools to make full use of the newly created Education Management Information System (EMIS) for evidence-based education decision making and wider open data initiatives to encourage citizens’ oversight of the education reforms.
In order to be able to collect and introduce reliable and relevant data into EMIS, use effectively the updated Information System in decision-making, implement the recommendations of experts in the field, the MoE intends to hire an international consultant who will assess statistical capacity and revise the statistical framework of the MoE. The hired International Consultant will be assisted by a local consultant.
The objective of the current assignment is to provide support to the MoE in updating the current legal framework on the processes of data collection, providing recommendations for the revision of the statistics framework, taking into account the requirements set by the personal data protection law, and for ensuring the reliability of the collected data.
The Ministry of Education now invites individual consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (description of similar assignments, experience in similar conditions,) and meet the following minimum qualification requirements:
- Masters or Ph.D. degree in statistics, economics or related fields
- At least 10 years of work experience in statistics
- At least 5 years work experience on the statistical capacity analysis of education data with at least two developing country experiences
- Proven experience in working with legal documents on official statistics, statistical indicator systems, etc;
- Good analytical, writing, and presentation skills
- Knowledge of statistical systems of other countries and their statistical development strategies would be considered an advantage
- Ability to effectively communicate and write in English. Knowledge of Romanian and/or Russian would be considered an advantage
- Prior experience with SABER EMIS Assessment would be considered an advantage
Time Frame: This is a short-term assignment expected to be implemented during July –September 2016.
