Assignment Title: Consultant to perform a technical review of Education Management Information System and provide recommendations for further enhancements

The Government recognizes its needs in the education sector and is involved in a bold reform that seeks to improve the quality of education at the primary and secondary levels against the backdrop of efficiency measures. Strengthening capacity - EMIS Project would directly support the ongoing reforms by strengthening capacity of the Ministry of Education, rayon authorities and schools to make full use of the newly created Education Management Information System (EMIS) for evidence-based education decision making and wider open data initiatives to encourage citizens’ oversight of the education reforms.

The project also aims to strengthen the quality, degree of transparency and use of statistics on education to better inform educational reforms underway in Moldova. It will also promote a favorable environment for social responsibility in the education sector in Moldova, by opening access to data and encouraging citizens to supervise the education services and the impact of ongoing reforms.

The objective of the current assignment is to assist the Ministry of Education of Moldova and conduct an assessment of the current EMIS and recommend how it can be improved and strengthened. The Consultant will work in close cooperation with the ICT Center in Education to help build a clear understanding of the current EMIS and come up with strong recommendations regarding Ministry’s strategy and action plan for improvement and further development of additional EMIS-based modules.

The Ministry of Education now invites individual consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (description of similar assignments, experience in similar conditions,) and meet the following minimum qualification requirements:

• University degree in engineering sciences, information technology or related areas.
• Experience with assessment of comprehensive management information systems for public institutions.
• Experience with assessment of Education Management Information System would be an advantage.
• 5 years of experience in technical advising or supervising data collection, processing, analyzing and reporting.
• Experience in development and managing of complex management information systems, specifically in analyzing, drafting and reengineering of all processes that are related to managing data.
• General knowledge about government platforms (MCloud, MConnect, MPass, MSign, MLog, MNotify);
• Experience in designing systems for integration with government platforms (MCloud, MConnect, MPass, MSign, MLog, MNotify) will be an advantage.
• Experience in designing and implementing applications in general and national level applications in particular. (Experience in revising DB and software application).
• Experience in data integration from different database preferable MSSQL for large organizations (more than one thousand authorized users).
• Experience in implementing projects containing personal data.
• Previous experience in developing technical tasks.
• Proven experience in developing data processing systems.
• Previous proven experience in related projects (project managing, capacities building, etc) in government institutions and those funded by the international institutions.
• Excellent Romanian/Russian language communication skills (written and verbal).

Time Frame: This is a short-term assignment expected to commence in November 2016. The contract will be signed for a period of 1 month.
