Assignment Title: Local Consultant for Assessment of Statistical Capacity

The Government recognizes its needs in the education sector and is involved in a bold reform that seeks to improve the quality of education at the primary and secondary levels against the backdrop of efficiency measures. Strengthening capacity - EMIS Project would directly support the ongoing reforms by strengthening capacity of the Ministry of Education, rayon authorities and schools to make full use of the newly created Education Management Information System (EMIS) for evidence-based education decision making and wider open data initiatives to encourage citizens’ oversight of the education reforms.
The project also aims to strengthen the quality, degree of transparency and use of statistics on education to better inform educational reforms underway in Moldova. It will also promote a favorable environment for social responsibility in the education sector in Moldova, by opening access to data and encouraging citizens to supervise the education services and the impact of ongoing reforms.
The objective of the current assignment is to provide support to the MoE in updating the current legal framework on the processes of data collection, providing recommendations for the revision of the statistics framework, taking into account the requirements set by the personal data protection law, and for ensuring the reliability of the collected data. The Local Consultant will perform critical and in-depth assessment of the statistical capacity and present appropriate recommendations to the MoE on strengthening the whole process of EMIS administration for planning and monitoring.
The Ministry of Education now invites individual consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (description of similar assignments, experience in similar conditions, etc.) and meet the following minimum qualification requirements:
- Masters or Ph.D. degree in statistics or mathematics or other fields relevant to the assignment;
- Ability to work with statistic processing software;
- Knowledge of and experience with tools for data collection;
- Knowledge of local personal data protection legal framework;
- At least 5 years demonstrated work experience in the domain of education data analysis will be an advantage;
- Proven experience in working with legal documents on official statistics, statistical indicator systems, etc.;
- Good analytical, writing, and presentation skills;
- Ability to effectively communicate and write in Romanian /Russian. Knowledge of English would be an asset.
Time Frame: This is a short-term assignment expected to commence in November 2016. The contract will be signed for a period of 1 month.
