Assignment Title: Consultant to provide support in the Assessment of Statistical Capacity (Local Individual Consultant)

The Government recognizes its needs in the education sector and is involved in a bold reform that seeks to improve the quality of education at the primary and secondary levels against the backdrop of efficiency measures. Strengthening capacity - EMIS Project would directly support the ongoing reforms by strengthening capacity of the Ministry of Education, rayon authorities and schools to make full use of the newly created Education Management Information System (EMIS) for evidence-based education decision making and wider open data initiatives to encourage citizens’ oversight of the education reforms.

In order to be able to collect and introduce reliable and relevant data into EMIS, use effectively the updated Information System in decision-making, implement the recommendations of experts in the field, the MoE intends to hire an international consultant who will assess statistical capacity and revise the statistical framework of the MoE and a local consultant who will provide support to the MoE and the International Consultant.

 

The objective of the current assignment is to provide support to the International Consultant in gathering information needed for updating the current legal framework on the processes of data collection, the revision of the statistics framework, taking into account the requirements set by the personal data protection law, and for ensuring the reliability of the collected data.

 

The Ministry of Education now invites individual consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (description of similar assignments, experience in similar conditions,) and meet the following minimum qualification requirements:

 

 

  • University degree in statistics or mathematics or other fields relevant to the assignment;
  • At least 5 years demonstrated work experience in the domain of education data analysis;
  • Ability to work with statistic processing software;
  • Knowledge of and experience with tools for data collection;
  • Knowledge of local personal data protection legal framework;
  • Knowledge of education legal framework, especially related to data collection;
  • Good analytical, writing, and presentation skills;
  • Ability to effectively communicate and write in Romanian. Good knowledge of English and Russian.

 

 

Time Frame: This is a short-term assignment expected to be implemented during July–September 2016.
