The MERP supports the Government of Moldova reform program by financing activities that will strengthen the quality of education and lead to a more efficient education sector. Through this Project, the World Bank is supporting the GoM in implementing the needed reforms. The Project was designed to be implemented over five years, between April 2013 and August 2018.
The objective of this assignment is to assists the MoEd with financial management of the MERP in accordance with the provisions of the Development Financing Agreement; the FMS will also assist the MoEd in strengthening its own financial management capacities.
The Ministry of Education now invites individual consultants to indicate their interest in providing the Services. Interested consultants should provide information demonstrating that they meet the minimum required qualifications and have relevant experience to perform the Services.
The Consultant shall have:
University degree in economics, accounting, finance or related fields
At least 3 years of previous work experience in accounting/financial management
Knowledge of international and national accounting standards;
Previous work experience in projects financed by international financial organizations will be an advantage
Fluent in Romanian. Knowledge of English will be an advantage
Computer proficiency (1C, Windows, MS Office, Internet Explorer)
Knowledge of education and construction sector will be an advantage
A consultant will be selected as an Individual Consultant in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers, published on January 2011.This is a full-time assignment foreseen for the period February – December 31, 2016. Subject to the Consultant’s satisfactory performance, the contract may be renewed yearly until the end of the project.
